I saw the Superjail season premiere last night on Adult Swim Video and...wow. It blew me away even more than the pilot did. The visuals are astounding, especially on the Warden; whoever's animating him did an amazing job, I've never seen a character just...flow like that! The humor, unlike a lot of other Adult Swim cartoons is in both the dialog and the visuals. You can put it on mute and still laugh. It's all-around crazy and I already love it.

As for The Life and Times of Tim...well, looking at the two pieces presented here...well I thought the exact same thing you did about it kind of being in the same line that Dr. Katz was, but this show is just...not pleasant to look at. It's like they never made it past the animatic stage and just colored it, leaving the humor to be almost entirely in the dialog, which is just the same improv style that we've already gotten from so many shows before...
